Only totalitarian states can make penalties sufficently strong to decrease the number of guns available to make a difference, because you have to remove 99 percent of the guns to take them away from the small number of people who have strong motivations to do harm. Then the results of the totalitarian rule are far worse than the violence you are trying to prevent. The world is ruled by force.
