WHEREAS, certain cities have stringent requirements for concealed carry permits for guns to prevent individuals that do not meet local requirements to walk their streets; and

WHEREAS, jurisdictions with strict requirements to obtain a permit screen applicants for their arrest and conviction history, character and indebtedness, domestic violence, driving record, and other information that may affect the applicant’s ability to safely possess or use a firearm; and

WHEREAS, Police Departments across the nation have made historic gains in decreasing gun violence and getting dangerous weapons off the streets – and gun laws play a significant role as well in the rapid decline of violent crime; and

WHEREAS, H.R. 38 the Concealed Carry Reciprocity Act of 2017 and S.446 the Constitutional Concealed Carry Reciprocity Act of 2017 were introduced in the 115th Congress and are currently awaiting committee action; and

WHEREAS, these bills amend the federal criminal code to allow an individual to carry a concealed handgun into or possess a concealed handgun in another state that allows individuals to carry concealed firearms; and

WHEREAS, such bills would essentially allow anyone with a valid carry permit to use it in any city, which will in result in the entry of more firearms into cities with stricter requirements; and

WHEREAS, such legislation is dangerous as it would damage state and local governments’ ability to craft gun laws appropriate to their needs; and

WHEREAS, the goals of this legislation are completely antithetical to all of the efforts to reduce and prevent gun violence; and

WHEREAS, other states are not as stringent in authorizing concealed carry permits, and this bill would essentially force the localities to give full faith and credit to permits that are issued on less rigorous grounds, remove local governments’ ability to maintain sensible gun standards, and keep a proper vetting process in place,

NOW, THEREFORE, BE IT RESOLVED, that the United States Conference of Mayors calls on Congress to oppose policies and legislation, including but not limited to H.R. 38 the Concealed Carry Reciprocity Act of 2017 and S.446 the Constitutional Concealed Carry Reciprocity Act of 2017, that would otherwise circumvent policies that cities have established to protect their residents.

  1. Ignorance is bliss, these mayors don’t want to admit they have a problem and that they aren’t capable of passing enough laws to solve the problem.

    Citizens realizing that their self defense is their responsibility removes one of the strongest campaign points of elected government officials.

      Bloomberg seems to be wasting an awful lot of his money lately. 🙂

  3. They seem to love making statements such as the below and claiming them as facts. I understand that the violent crime/murder rate is declining despite the increase in the number of firearms and concealed/open carry in general. Also, the few areas where there are spikes in murders/violent crime are those large, democrat run, minority populated large cities that already have tight gun control.

  4. Disappointing, but not surprising, to find-out The USCM, like the UN, is dominated by commie despots who willfully deny our natural, civil and Constitutionally protected right to keep and bear Arms.

    Now, therefore, be it resolved, that all members who signed on to this act of treason are to be treated as unlawful combatants with no right to due process or protections under the laws and customs of war.

  6. Most big cities are controlled by Democratic Party apparatchiks. It stands to reason the association of Democratic Party Apparatchiks would draft such a resolution. Of course as already noted above, they are valiantly trying to control lawbreakers by heaping laws on the law-abiding. Stupid is as stupid does.

  7. Anyone surprised that mayors like to have authority over their turf and don’t like being usurped by Feds?

    • You give them far too much credit. If this was simply a case of ‘don’t tread on me’, I think most would applaud that. These guys are happy for the Feds to feed when it’s something they want like Universal Healthcare, Trans-sexual bathroom rights, or higher minimum wages. The reality here is that liberals always rediscover Federalism when they are out of power and face having to live with stuff they don’t want.

      • Oh, and admittedly this applies to conservatives too, though we tend to try to strike a balance and recognize that the shoe might end up on the other foot someday.

        • Federalism does not include the right to ignore the CotUS. That’s open rebellion and treason.

        • I still advocate for federalism, and Serge is right. Saying “states’ rights” or “federalism” is not an argument. The argument is that the federal government doesn’t have the authority to do X because of reason Y.

    WHEREAS, we are a bunch of statists who oppose freedom and have no qualms about violating the natural, civil, and constitutionally protected rights of the law-abiding,

    NOW, THEREFORE, BE IT RESOLVED, that we oppose any federal action that would threaten the fiefdoms that we have created through our unconstitutional laws.

  9. How many of those mayors are libtards? Oh the irony. Most of our large cities are run by Dems. Most have crime rates higher than suburban and rural areas. It’s precisely in areas outside of large cities where gun ownership has been increasing, and crime has been decreasing. It’s not thanks to the police or any other government restrictions. Again, the irony is that in places with more restrictive gun laws, violent crime has been going up. Additional anti-gun laws and more police have done nothing to thwart it. But I don’t expect any of those libtard mayors to understand any of this.

      There position is that the poor, and especially poor blacks, shouldn’t have guns.

  11. This conference and resolution is something to be dismissed completely out of hand from serious consideration. The entire organization is dedicated to “criminal and social justice” and is an assemblage of Liberal Terrorists™ who actively support the destruction of our national sovereignty through unimpeded illegal immiagration. A look at their comprehensive resolutions can lead to no other conclusion. Furthermore, every liberal state may have hundreds of these filthy leftists serving as mayors. The Constitution that they have sworn to defend is held by all of them in contempt, unless it can be interpreted in a way to suit their own anti-American agenda. They are THE enemy.

  12. They list both arrests and convictions. So the want to preserve the ability to deny based on cases that are dropped and arrests that do not lead to convictions. Also, before we let these distinguished gentlemen make any decisions based on other peoples indebtedness, a quick outside audit of their municipal books would only be fair.

    I can’t vote in New Orleans elections but I live in the next city over, pop. 10,000ish that appreciates me voting with my wallet. We are 2 sq miles and 5 miles out of New Orleans with the lowest crime rate in Louisiana by a healthy margin, unfortunately the criminals from surrounding areas start to think Barney Fife is our cleo, until they find out otherwise-quickly. I make that ride every weekday to take money out of Mosul on the Mississippi and spend it back in my hometown, I even bring my own lunch in an effort to avoid the three stupids. It’s only a matter of time before the prog policies and weak le response to violent crime rears its head with finality, I’ll be home when it happens, surrounded by other freedom loving, well armed people.

WHEREAS the Constitution of the United States of America states explicitly that it shall be the highest law of the land, and WHEREAS the same document explicitly states the right of the people to keep and bear arms shall not be infringed, the opinion of the ill-educated and Constitutionally illiterate Council of Mayors is irrelevant to the rights of the people.

  18. Their complaint about being forced to give “full faith and credit” to permits issued elsewhere rings a bell. Full faith and credit… Where have I heard that phrase before?

Didn’t they forget to include how wonderfully their restrictions were working, you know, how nonviolent their cities were compared to those which were not blessed with their unconstitutional laws? That would actually provide a REASON why they opposed reciprocity, instead of “it would void my favorite laws, tyranny would be more difficult!” Problem, of course, is those laws they are so proud of affect criminals not at ALL, so such data does not exist.

  23. Mayors and other city officials don’t generally have any say on concealed carry laws. Most are at the state level, even in libtard states like California and though I may be wrong, I don’t believe any city government actually issues concealed carry permits. That wouldn’t make a whole lot of sense.

    So not only are these fools wrong on the U.S. Constitution, they don’t even understand how their state laws work in most cases.

  26. WHEREAS we, the Mayors of a bunch of urban hellholes that we spent decades creating, have grown addicted to the practice of violating our citizens rights on a regular basis
    BE IT RESOLVED that all of those who don’t like that can go pound sand, because we are going to keep repressing you until you are all dead.

    Fixed it for you, mayors. Don’t add filler. Just say what you mean.
