Sandy Hook Elementary School (courtesy cnn.com)

Whenever a government agency releases information on a Friday afternoon you can bet that they’re trying to downplay bad or unpopular news. In the case of the Sandy Hook Advisory Commission’s 277-page final report, the document is roughly the same as the draft released last month – aside from 18 gun control recommendations (listed below). In the main, the report remains anti-gun in extremis. Before any discussion of Adam Lanza’s obvious untreated mental illness, it launches into a rant against gun ownership in general and “assault weapons” in specific. Like this [paragraph breaks added] . . .

United States civilians own or possess in excess of 300 million guns: as of 2009, they owned or possessed approximately 114 million handguns, million rifles and 86 million shotguns. The incidence of gun ownership/possession in the United States nearly one gun on average for every resident—is the highest in the world. Most guns are lawfully owned by law abiding persons who use them for recreational activities, such as hunting and target practice, and/or for self-defense. However, many guns are owned or possessed illegally or, even if legal, are used for unlawful purposes.

Beyond the sheer number of guns in the United States, the lethality of readily available firearms and ammunition continues to increase. The connection between the extent of the tragedy at Sandy Hook Elementary School and the lethality [their emphasis] of weapons used in the attack on the school is self-evident and beyond dispute.

The Commission is deeply concerned about the proliferation, throughout the civilian population, of weapons that were specifically designed for military use during wartime. ―Assault weapons‖ like the AR-15, as well as large capacity magazines often used with those weapons, have no legitimate place in the civilian population. The Commission finds that the cost to society of easy civilian access to assault weapons and large capacity magazines vastly outweighs the benefits of civilian ownership.

By contrast, the Commission finds that the significant benefit to society from eliminating civilian ownership and possession of assault weapons and large capacity magazines can be realized with only a minimal burden on persons who want to hunt, engage in target practice or use weapons for self-defense. They remain free to engage in those activities with a vast array of long guns and handguns.

In short, the Commission‘s first goal is simply to limit the possession and use of weapons designed for wartime use to members of our military services and law enforcement personnel.

And there I was thinking that the goal of the Sandy Hook Advisory Commission was to recommend effective ways to avoid or combat future school shootings. ‘Cause this ain’t it. It’s like trying to ban cars to eliminate drunk driving.

It gets worse. Instead of directly addressing the educational, social services and mental health systems’ repeated, abject and decade-long failure to address Adam Lanza’s obvious psychosis, the report makes general statements on how to improve these systems.

Rather than mine A.L.‘s life and interactions with particular mental health systems for insights into how those systems can better serve the state‘s children, however, the Commission had a different charge. It was tasked to study the systems themselves . . .

While discerning no clear answers to the question of what role A.L.‘s behavioral health challenges played in the violence he ultimately inflicted, the Commission nonetheless turns its attention to what we have learned about the role of mental disorder in violent events.

That’s like saying instead of examining the commanders’ and soldiers’ actions during a disastrous battle we should examine our military as a whole. Epic. Fail. No really. The Commission didn’t even try to address the central issues of active shooter prevention and, most importantly, appropriate reaction.

The Commission contends that, while it is not yet possible to prevent such events from taking place or to insulate people from the suffering that ensues, there is much that governments, schools and other institutions can do to facilitate an effective and humane response.

“Safe School Design” is all well and good, but institutionalizing Lanza or firing a bullet into his brain as he approached the school would have been extremely effective at preventing the Sandy Hook mass shooting. Sigh. I didn’t expect much from this politically correct exercise in post-facto security theater, but I sure hoped for more. Here are their inevitable, regrettable gun control proposals, none of which would have prevented Lanza’s onslaught.

RECOMMENDATION NO. 1. Mandatory background checks on the sale or transfer of any firearm, including long guns, at private and gun show sales. Status: Recommendation accepted and adopted by P.A. 13-3, § 1.

RECOMMENDATION NO. 2. Require registration, including a certificate of registration, for every firearm. This certificate of registration should be issued subsequent to the completion of a background check and is separate and distinct from a permit to carry.

RECOMMENDATION NO. 3. Require firearms permits to be renewed on a regular basis. This renewal process should include a test of firearms handling capacity as well as an understanding of applicable laws and regulations. Status: Not adopted.

RECOMMENDATION NO. 4. Institute a ban on the sale, possession, or use of any magazine or ammunition feeding device in excess of 10 rounds except for military and police use. In proposing this recommendation, the Commission recognized that certain sporting events at times involve the use of higher capacity magazines. However, the consensus of the Commission was that the spirit of sportsmanship can be maintained with lower capacity magazines.

RECOMMENDATION NO. 5. Institute a ban on the possession or sale of all armor-piercing and incendiary bullets, regardless of caliber. First-time offenses should be classified as a Class D Felony.

RECOMMENDATION NO. 6. Allow ammunition purchases only for registered firearms.

RECOMMENDATION NO. 7. Evaluate best practices for determining the regulation or prohibition of the sale and purchase of ammunition via the Internet.

RECOMMENDATION NO. 8. Evaluate the effectiveness of federal law in limiting the purchase of firearms via the Internet to only those individuals who have passed the appropriate background screening.

RECOMMENDATION NO. 9. Limit the amount of ammunition that can be purchased at any given time.

RECOMMENDATION NO. 10. Prohibit the possession, sale or transfer of any firearm capable of firing more than 10 rounds without reloading. This prohibition would extend to military-style firearms as well as handguns. Law enforcement and military would be exempt from this ban.

RECOMMENDATION NO. 11. Require that trigger locks must be provided at the time of sale or transfer of any firearm

RECOMMENDATION NO. 12. Require that the state develop and update a ―best practices‖ manual and require that all firearms in a home be stored in a locked container and adhere to these best practices; with current minimum standards featuring a tamper-resistant mechanical lock or other safety (including biometric) device when they are not under the owner’s direct control or supervision. The owner should also be directly responsible for securing any key used to gain access to the locked container.

RECOMMENDATION NO. 13. Require non-residents seeking to purchase a firearm or ammunition in the State of Connecticut to obtain a Certificate of Eligibility and conform to all other regulations applicable to Connecticut residents.

RECOMMENDATION NO. 14. Require gun clubs to report any negligent or reckless behavior with a firearm, or illegal possession of any firearm or magazine, to the Connecticut Department of Emergency Services and Public Protection, Commissioner of Public Safety, and local law enforcement.

RECOMMENDATION NO. 15. Requiring promoters of gun shows to receive a permit from the Chief of Police or Chief Elected Official as well as provide notice to the Commissioner of the Connecticut Department of Emergency Services and Public Protection.

RECOMMENDATION NO. 16. Require that any shell casing for ammunition sold or possessed in Connecticut have a serial number laser etched on it for tracing purposes.

RECOMMENDATION NO. 17. Any person seeking a license to sell, purchase or carry any type of firearm in the state should be required to pass a suitability screening process.

RECOMMENDATION NO. 18. To allow, at a judge’s discretion, the opportunity to temporarily remove any firearms, ammunition, and carry permits from a person who is the subject of an ex parte restraining order, civil protection order or family violence protective order, at the time of the issuance of that order. The Commission believes that the time period between the ex parte request and the issuance of a full restraining order, civil protection order or family violence protective order, constitutes a period of critical danger, one that must be recognized under law and addressed via judicial discretion.

    • This was not a critical thinking failure: it is proselytizing … trying to convince all of us to embrace gun control and the Almighty State.

      I found the following particularly offensive and disturbing:

      I seriously hope people understand how far reaching and incredibly dangerous that sort of attitude is.

  1. Only one change could have prevented or minimized this tragedy. ONLY ONE! And it has nothing to do with gun control, since the killer could have just as well murdered a policeman to get guns, rather than his own mother. The only change which could have changed the outcome IN ANY WAY, is to arm teachers. Also the only suggestion completely ignored by MSM, BHO, and doofus Holder. None of the included “suggestions” would have altered the outcome at Sandy Hook in any way, positive or negative.

      I had the exact same thought. It would be exceedingly easy to ambush an unsuspecting police officer and then use their “patrol rifle” to act out their spree killing.

      • I had a conversation with a police officer in a convenience store the week of the Sandy Hook shooting who had a similar observation. In his eyes, gun control of any kind, no matter how drastic, could not have stopped Lanza. He then proceeded to school me in 5 or 6 ways Lanza could have been even more efficient in his demonic spree **without ever using a gun of any sort.** The methods this officer described to me required $10 or less. The one method that stood out the most (because it was horrifying, and readily available to everyone) involved a plastic milk jug, a chain, and half a gallon of gas. His point: if you want to stop people like Lanza, you will have to ban everything, OR identify the guilty before they commit the crime.

        Neither can be done. If a person thinks it is possible to do so, or that it is good to attempt such a thing, that person invites the Orwellian State, and/or even worse. Then, who is the terrorist in the equation? The ONLY reasonable solution is to stop them (“Lanzas” and Orwellians) before they can do much damage by arming EVERYONE (especially people like teachers and theater personnel) and voting for politicians committed to shrinking government.

  2. I am a retired teacher. Yes, I was still teaching when Sandy Hook happened.
    My colleagues were up in arms about guns and people shooting others with them.

    What they were not upset about is the lack of security through out our schools. That tragedy may or may not have been prevented if, I don’t know if the school even had an electronic locking system and camera to monitor who is at each entrance? From what I gather Lanza was armed, not hiding anything. A savy person in the office could have locked the doors and started a lockdown.

    Second, middle schools and high schools where I taught have resource officers who are usually policemen or retired policemen who carry a side arm.
    Imagine , a resource officer being at Sandy Hook then. I don’t know if tragedy would have been prevented, but I bet the resource officer would have played a key role in securing the building and maybe even Lanza himself.

    Back to my colleagues and their statements. They were on the warpath about guns. What I believe everyone should be on the war path about is. The lack of security in our schools. Guns are not going away so why address the issue. The NRA and other advocate groups will prevent that from happening. Hell, if anything should have gotten gun legislation passed, Sandy Hook should have.

    Yes, I am a gun owner responding to this article. My question to the anti gun people is , is it better to push for gun control laws or is it better to push for increased security in our schools.

      Never enough funding for gov;t schools but always enough for useless crap.

      That said, I don’t want my kids going to school in a prison…the changes implemented at our school this year bring it close to that…and truly offers no greater “protection” to the same style of attack.

      Random and unknown armed individuals and the simple knowledge of their existence (or possibility there of) would be more deterrent than a locked door….imho.

      I have two sisters that are teachers, and teach part time at the tech school myself…thankfully, “we” are all in agreement…some of our co-workers are not.

    • Or we could do nothing and understand that the deaths from school shootings are more than offset by the lives saved with civilian owned firearms. I’m sure this holds true even if you only count children in the same age range.

    • Physical security is great and all, but how realistic is it to think that could actually be done? Think of the insane cost of improving the building security of every public school in the country. There’s just no money for it. Whereas that would cost hundreds of thousands or even millions per school, you could spend 5 grand per school on a good safe, quality ammo, spare magazines, and a few AR pattern rifles to keep in each main office. In a perfect world, both of these could be done. But we don’t live in a perfect world, and budgets are a very real concern.

    In 1963, Colt started selling the semi-automatic version of the M16 rifle as the Colt AR-15 for civilian use and the term has been used to refer to semiautomatic-only versions of the rifle since then. Please educate yourself on factual history. AR-15’s were never intended or supplied to the military and were never designed for “military” use during “wartime.” The military version and the civilian version are very different.

    • Wasn’t there a recent (mid 2014) request for bid by DHS for “personal defense weapons”…except with select fire, of course.

      • Most people who have been in the military can attest that full automatic or burst is hardly every used on a M16/M4 rifle. The only time in the Army I ever used burst for my rifle was on the range, to shoot off excess ammo. Even in “shoot house” scenarios we usually stuck to semi. Of course machines guns such as M249s, M240Bs, or the 50 Cal are different beasts altogether.

  5. So damn tiresome. NO ORGANIZED MILITARY IN THE WORLD USES THE CIVILIAN AR-15. Idiocy like that ought to render everything else in the report not credible. Is there not one person who actually knows anything about guns ever included in these hotsy-totsy commissions?

    • Well, I answered my own question–two of the members of this particular brain trust are former police chiefs. Now tell me with a straight face that THEY don’t know the difference between civilian and military rifles. But hell, maybe they don’t…

      • Police chiefs. Consider how one becomes a police chief. It’s not an elected position. It’s a contract government position. A person that doesn’t fall in line with their superiors does not rise to the top in such a setting. By the time they make it to the chief position they are all pressed into the same mold; their days of using common sense on the streets long behind them. They are selected and paid to tow the party line as police chiefs just as they were selected and paid for the monotonously predictable outcome of this commission.

    • G.Gordon Liddy tells the story of the time in the Nixon administration when that very proposal was made.

      Liddy (who was an active-duty FBI agent at the time, for you kids who never heard of him… Google him, fascinating guy) walked into the office of the moron who drafted that proposal and dumped a handful of 22lr on the desk in front of him.

      “Where do you suggest we put the numbers?” Liddy said.

      Liddy said the look on that guy’s face was priceless.

      According to Fairness & Accuracy in Reporting, on September 15, 1994, Liddy stated:

      “If the Bureau of Alcohol, Tobacco and Firearms insists upon a firefight, give them a firefight. Just remember, they’re wearing flak jackets and you’re better off shooting for the head.”

    • New York is requiring all ammunition sales must be logged into a database. They have spent over 10 million dollars on the project and it has been 3 years since the law was passed, but no database yet. Stupid measures like these are just a matter of time.

      • During the height of the gca 68 madness we had to, nationwide, sign in a ledger for every box of ammo we bought. Show id, have info printed into a ledger book.

        Total pita and to the best of my knowledge no crime was ever solved with the info.

    That is the most awesome, shark-jumping gun control idea I have ever heard! Every .22 case should have a serial number on it. Of course those numbers will have to be well over 10 digits to allow every round of ammo produced to have a unique number. We can fit that on a .22, right?
    And just think, if they had put that in place before the Sandy Hook shooting, they would have been able to easily trace the rounds fired back to Adam Lanza and his mom.

    I suggest we use an RFID tag embedded in every bullet instead. The tags are small, have 492-bit numbers (large enough to individually number every particle in the universe an ump-tilion times over), and can probably survive the impact some of the time.

    • And don’t forget bullets! Hand loaders load their own bullets so we have to etch a serial number on every bullet. Oh, and then we have those muzzleloaders that don’t use any casings. We have to etch a serial number on those bullets as well.

      And what about propellant (powder)? I think we need a unique serialized chemical signature for every container of propellant that anyone ever sells as well.

  8. It was progressives that moved for deinstitutionalization in the late 80’s. This resulted in hands tied when dealing with decompensating patients. The money never followed the patients into the community either.

I guess reality was too hard or more likely too inconvenient to face for the commission. So they barfed out this fantasy document hoping everyone will have forgotten the reality of what happened that day.

    We live in dangerous times when we have such a large group of people who believe their own deluded fantasy world can be made reality because it makes them feel better. Eliot Rodger has this constant dis connect between his perceived should be fantasy life and his reality actual life. We all know how that worked out.

  11. I am a high school teacher. I am a parent of three, one in middle school and two in elementary. I hold three degrees. In my professional and personal opinion the most important words in this article that perfectly summarize the report and recommendations are “EPIC” and “FAIL.” Well reported derp from the derpartment of public derping to hurr durr summary: “Guns are bad, m’kay?”

    While they mention the increasing gun ownership numbers in the US, they ignore the decreasing death rate.

    I have two boys in grade school….it angers me that such idiots have any state sponsored platform from which to speak.

    • Ya know, after all that yammering about those uber-dangerous “assault weapons ” (which even they put in scare-quotes, oddly enough), they actually quote a statistic to the effect that only two out of thousands of gun-related homicides in Disconnected-cut involved rifles. So, of course, they go on to conclude that the scary rifles are still uber-bad. It’s like they don’t even read what they are writing themselves.

  18. This (and the snow) is why I left Connecticut. As others have said, this is just look at me, I’m doing something for the children legislation. Nothing in the recommendations would have stopped Lanza.
    What would have is a man or woman in the office with combat experience, some tactical training and an M-15 within arm’s reach.
    This person could be an Assistant Principal, Guidance Councilor or an IT geek 99.9% of the time.
    When Lanza started shooting up the door to gain entry, this resource could have moved to the office door, opened it and taken up a prone position. 3 or 4 rounds would have saved 26 lives.

    But GUNS IN SCHOOLS!!!!! “I don’t want my children learning in a prison!”, they cried.

    Me neither, but I do want them to come home after school. Don’t you?

  21. In each school shooting, there were clean signs that the individural was deranged and a threat. AL went untreated due to his mother. The VT shooter Cho was identified by the school mental health staff. However, when he withdrew, the case was closed.
    The only way to have stopped AL was a home visit and a mental heath exam followed by commitment.
    The commission would never look at this as everybody would have their rights stepped on. Better to just step on gun owners

  24. This “commission” was hand picked by our liberal governor . None of the recommendations would have stopped Adam Lanza .The de-institutionalizing of mental patients in CT since the 1990’s is the cause of this. I work in Middletown,home of Connecticut Valley Hospital,the primary state mental hospital. ,In 1990 a mental patient,one a day pass from a shrink at CVH,went into a sporting goods store during the Main Street Sidewalk Sale,bought a hunting knife and cut the belly of a 9 year old girl open in front of her family . I saw the blood on the street . Until we lock up crazy people we aren’t safe. Taking evil guns away from people will only make it worse .

    • Watch out, demonizing crazy people is the next trend. Military + legislation is trying it with evaluating soldiers and veterans with PTSD to see if there is a way to limit gun ownership by saying they’re insane.

      I don’t disagree those who are insane or wards of the state shouldn’t have open access, but it is a slippery slope we must evaluate thoroughly.

  26. So this report, all in all, was a huge waste of time and resources, suggesting absolutely unproven or unsuccessful (AWB, mag cap ban, UBC, registration) policies..

    I cannot fathom how someone can ignore the fact that some of these suggestions were attempted in places like CA, NY, and Chicago with absolutely no success and no decrease in crime, yet want the country to adopt these “common sense” steps to make our country a safer place.

    • Not to mention that for serialized brass to have ANY effect on trace-ability, they need to know who bought the brass. Which means cartridges need to either be purchased individually (and entered into a database as being registered to you), or be CERTAIN to have been loaded in exact order in a box (“this box contains .45 ACP cartridges 22345 through 22395”), and then registered to the buyer.

  29. Less than 200 people a year are killed by an AR. 3,000 are stabbed, punched, strangled, and beaten with a hammer or shovel. In fact when you take out gang on gang shootings, more people are murdered with stuff from bed bath and beyond and home Depot than with firearms. 25,000 people are killed by drunk reckless and distracted drivers. You are 12 times more likely to die that way than by a firearm. Not to mention half these recommendations are already in place at least where I live. They should ban people not qualified to raise good kids from having kids. Ban divorce! How much violence does divorce cost this country?

    • They have no clue how easy it is to install a brass catcher that holds 100 5.56 empty casings. At the range you would have to pick up ALL of your brass, so you didn’t have to fear someone reload it and it’s found at a crime scene. I have never been to a range but have heard that there are ranges that you can’t not take ANY brass home, they keep it to sell.

  32. After seeing so many fatal traffic crashes, we should adopt:

    1. No one may drive a vehicle if their license is suspended/revoked.

    2. The registered owner must be the operator off their vehicle.

    3. Upon suspension/revocation, the vehicle must be turned over to the Secretary of State.

    4. No vehicle may be able to exceed the speed of 80MPH.

      The statement that the “lethality” of firearms is increasing is pure balogna. Lever action rifles chambered for the .45-70 Government cartridge have been around for well over 100 years. Loaded with 400+ grain hardcast lead bullet cartridges, such a rifle could easily kill 20+ children huddled in a corner without reloading. (Just one bullet, due to its size, mass, muzzle velocity and bullet construction, would be capable of killing at least 5 and probably more like 10 young children.)

    • Again, the report itself actually admits this–then ignores it, saying they need to be banned anyway. It’s kind of like “Mein Kampf”, it actually kind of lays out the whole complete gun-ban program, if people just read it.

    Take the people that made the prior recommendations to the Golden Gate Bridge. Hand them copies of their recommendations. Set them (the papers, not the people) on fire. If those people think that the recommendations are truly valuable they’ll jump into the water to put out the flames. Otherwise they can throw the burning papers into a steel drum and warm their hands by the fire.

    A criminal, by definition, doesn’t follow rules. To believe that gun control works in any form or function is not only insulting to anyone with average IQ, the only other belief I can infer is that any measure of gun control is an active attempt to weaken the effectiveness of the law abiding first responders and armed citizens, which is unconstitutional and goes against the principles of the purpose of the 2nd Amendment.

    So, no thank you to your recommendations.

As a firefighter I’ve been to many motor vehicle collisions, and since we all know that cars explode when in a collision, in order to reduce the damage caused by said explosion, lets limit gas tanks in all cars to 5 gallons or less. There are plenty of gas stations whee people can fill up a little more often, so its just a minor inconvenience. OTR truckers can get a variance only by showing up at a licensing station and proving that they do own a truck.

Although comically, one of the easier concealed carry permits to get in Canada (They DO exist) is for working in the deep woods/wilderness.
