A standing-room only crowd of more than 400 packed the meeting room, filled the lobby and spilled into the parking lot recently in rural Buckingham County, Virginia. They had one thing on their minds: guns.

The vast majority favored a proposal to protect their right to carry firearms: declaring the county a Second Amendment Sanctuary.

Similar scenes have played out across Virginia over the last six weeks. Gun owners are descending on local offices to demand that their government leaders establish sanctuaries for gun rights.

The resolutions, promoted heavily by the gun rights group Virginia Citizens Defense League, vary from county to county, but most declare the intention of local officials to oppose any “unconstitutional restrictions” on the Second Amendment right to keep and bear arms. In the last two months, more than 100 counties, cities and towns in Virginia have approved such resolutions.

The current movement began last year in Illinois and quickly spread to numerous states, including California, Colorado, New Mexico and Florida.

In Virginia, home to the National Rifle Association’s headquarters, lawmakers in both parties have traditionally supported gun rights. But in recent years, Democrats have backed tighter restrictions on guns.

The Second Amendment Sanctuary movement began after Democrats promising new gun control laws took over both chambers of the state legislature in the Nov. 5 election.

Gun control proposals gained momentum after a shooter killed 12 people and injured four others at a Virginia Beach municipal building in May. But a special legislative session called by Democratic Gov. Ralph Northam after the mass shooting failed to produce any new gun control bills when Republicans shut it down after just 90 minutes.

Gun control advocates are now proposing an array of new restrictions, including universal background checks, assault weapon bans and red flag laws that would allow authorities to temporarily take guns away from people deemed dangerous to themselves or others.

One proposal by incoming Senate Majority Leader Dick Saslaw has enflamed gun rights advocates and helped fuel the Second Amendment Sanctuary movement. The bill, as initially proposed, would make it a felony to sell, manufacture, purchase or possess assault weapons and certain magazines. Saslaw has since said that allowing current owners to keep their weapons “makes sense,” and he expects to amend the bill.

But many see Saslaw’s bill as the first step down a slippery slope that will end with their guns being taken away.

“We have the right to defend our households and we have the right to defend ourselves — period,” said Jake Eubanks, 35, of Buckingham County, about 75 miles west of Richmond, where officials approved a sanctuary resolution earlier this month.

Darrell Miller, co-director of the Duke Center for Firearms Law, said the sanctuary movement is largely a phenomenon in rural communities, where people have grown up hunting and treasure their guns.

“For whatever reasons, people, especially in these communities, have a deep-seated fear that universal firearm confiscation is just around the corner,” Miller said.

David Campbell, vice chairman of the Effingham County Board in Illinois, said his county was one of the first in the nation to pass a Second Amendment Sanctuary resolution in April 2018. Campbell said he and a local prosecutor chose the word “sanctuary” as a swipe at Democratic leaders who used the word to describe their refusal to cooperate with federal immigration enforcement in the “sanctuary cities” movement.

“We thought, well, if they can do that, why can’t we make Effingham County a sanctuary for legal, law-abiding gun owners?” Campbell said.

The movement caught fire, and today, 70 out the 102 counties in Illinois have approved the resolutions, Campbell said.

“What it’s designed to do is to send a message to our legislators letting them know we are not going to stand for unconstitutional laws being passed like they are trying to do,” Campbell said.

The two sides differ on how effective such resolutions will be.

In an advisory opinion issued Friday, Virginia Attorney General Mark Herring called the resolutions ”part of an effort by the gun lobby to stoke fear” and said the resolutions “have no legal effect.”

U.S. Rep. Donald McEachin, D-Virginia, told the Washington Examiner that Northam could cut off state funds to counties that don’t comply with new gun control laws and could even call in the National Guard to enforce the laws, if necessary.

Northam’s spokeswoman, Alena Yarmosky, said the governor has “absolutely no plans to call in the National Guard.”

Northam said he’s not “looking for retaliation” against localities that pass the resolutions and is confident that local law enforcement agents “will continue to enforce constitutional laws.” He said Virginians made it clear after the Virginia Beach shooting that they support new gun restrictions.

“Virginians spoke after that mass tragedy, they spoke on Nov. 5, and they basically said, ‘’enough is enough,’ ”Northam said.

But Philip Van Cleave, president of the Virginia Citizens Defense League, said the resolutions will have teeth if local sheriffs and prosecutors agree to refuse to arrest or prosecute people who break new laws they believe violate the Second Amendment.

“The counties are saying, this stuff is unconstitutional. We don’t want it, we don’t want to enforce it, and in most cases, we won’t enforce it,” he said.

One Virginia sheriff has vowed to deputize thousands of county residents “to protect their constitutional right to own firearms.”

“Every Sheriff and Commonwealth Attorney in Virginia will see the consequences if our General Assembly passes further unnecessary gun restrictions,” Culpeper County Sheriff Scott Jenkins wrote on Facebook.

At the Buckingham County meeting, local resident Marie Flowers was one of the few who opposed the sanctuary proposal. Flowers said she believes the NRA has sold the “”John Wayne syndrome” to gun rights activists.

“Nobody’s freedom is being taken away except for these people who are being murdered,” she said.

    • First you have one of the Leading Contenders (at the time) for the democratic nomination for President admit that yes, we absolutely do want to take our guns and then you have leading politicians in the state of Virginia call for the use of military force to do so. And all these years they’ve been telling us they don’t want to do that. Go figure. They must be feeling like they are getting close.

          1. Called conservatives who called them out misguided and stupid for not understanding the real meaning of “𝑴𝒆𝒓𝒓𝒚 𝑰𝒎𝒑𝒆𝒂𝒄𝒉𝒎𝒂𝒔!”.

          2. Played the victim card;

          Washington Post editor Marty Baron said “people will use whatever opportunity they have to attack us.”

          He pointed out that “these attacks have been going on for years now” and called the Post a “very convenient target.”

          “We’re not just a target for people on the right, but also sometimes for people on the left as well,” he said. “I think it’s important to remember that. People find it convenient to attack us because they want people to just believe them and not believe 𝙖𝙣𝙮 𝙞𝙣𝙙𝙚𝙥𝙚𝙣𝙙𝙚𝙣𝙩 𝙖𝙧𝙗𝙞𝙩𝙚𝙧 𝙤𝙛 𝙛𝙖𝙘𝙩𝙨.” (That’s sarcasm right?)

          These are lying deceitful people what will say and do anything to further their evil ways.

    • To be fair, it was Rep. McEachin who made the suggestion.

      It’s the governor who says he has no plans to do it.

      When McEachin made the statement he said “…I’m not the governor, but…” which was a nice way of letting us know that he’s not someone but that he’s about to insert his foot into the other guy’s mouth/dick in the statement immediately following “but”.

    To be clear, I’m a 2A absolutist and think any restrictions are unconstitutional.

  6. What can the state do to sheriff’s and local police departments and prosecutors who decline to enforce state laws? The state’s only effective enforcement mechanism is to withhold funds. That’s how the feds imposed the 55 mph national speed limit.

        Insurrections are kinda tricky ground to navigate.

          Unless the (D) become what they claim to be against, I predict the shortest and most lopsided battle in the history of the world. Strong words and disapproving glares vs. bullets. It’s hard for me to take anyone seriously that is that naive or immediately willing to 180 degree turn to the thing they claim they are fighting against.

      • LifeSavor – This is true, but the people that made him sheriff would have to agree. They can ignore the Governor and keep him/her in office. The state doesn’t hire or pay Sheriffs, the county does and can tell the governor to pound sand.

    • Where do those funds come from? Tax payers money.

      If the governor withholds funds from a county, the county’s residents withhold state income tax payments.

      • Good luck withholding your tax payments. It would be a separate issue. Don’t pay? they take your house. Doesn’t make any difference why you chose to not pay. It’s like a cable bill. Don’t like the service? You signed a contract….you pay….or you get late fees on top of late fees.

        • Victoria – don’t forget that property taxes are paid to the County – not the state. IOW – the state cannot legally seize the property, that would be up to the County and I don’t imagine that would happen in a Sanctuary County.
          I wouldn’t put it past totalitarians to try though.

          Well, I’m not sure what part of Illinois you are from, but in Chicago their a radio program
          on at 5:00am in the morning at AM 560 on the dial. It is hosted by Dan Proft and Amy Jacobson. They were saying that there are some people in Cook County who have stopped paying their real estate taxes and from what was said these people haven’t been tossed out of their house. Of course this was not in an affluent area, but from what the radio hosts were saying is that these sorts of actions may have been starting to take hold in some of the middle class areas near there as well. It’s thought to be because of the ridiculous rise in property taxes in the state. Now from what I can remember I believe that was back in October of this year and I hadn’t heard anything else about it since.

        • Not only are property taxes paid to the county, but there would be thousands of pissed off residents that would ensure no one lost anything. Plenty of retired and unemployed vets to patrol the streets and check up on a roster of residents who are resisting tyranny. Not to mention, arrest any and all state or federal agents on sight.

    • I’ve been wondering how that would work myself. At least in my neck of the woods motor vehicle registration and DL fees are paid locally. CCL fees are paid to the local sheriff. Some payroll tax goes directly to the state. Others are local, though.
      It seems the state may have it backwards to whom could withhold funding

  7. Why do they wear “Guns save lives” stickers on their shirts? Protecting the right to own and carry firearms is a core freedom issue, not a safety issue. IMO it makes their position look foolish and vulnerable.

    • I’m an old person. I am an old person in part because twice in my life when threatened by criminal element my gun saved my life.

      So the stickers are simply one truth among many truths of gun ownership among the vast majority of American Citizens.

          I agree with you (excluding calling a focus on safety and defense “foolish”) but don’t think that messaging in such a way as to provide perspective for pearl-clutching moms is a bad thing at all. Defense is one of the many facets of our RKBA, but it is a facet nonetheless.

          Hypothetical: There’s a huge natural disaster and you find yourself in need of immediate help and a rescue vehicle shows up. But it’s a red vehicle and not an orange vehicle. And deep down in your heart you know that rescue vehicles are supposed to be orange. Do you turn down the assistance?

          Real world: There’s a huge man-made disaster and I find myself in need of immediate help. I’m a VCDL member and I agree “Guns Save Lives” is less than optimal wording. But it is the current form of “rescue vehicle” at hand. I’m going with what is at hand and in hand.

        • I don’t actually care what rationale causes people to arm themselves, so long as people arm themselves. When we need armed people is not the time to start comparing potential purchases. If everyone determines to be prepared to defend their homes against armed intruders, very quickly the guv will drop any plans to send invaders into homes, regardless of the reason homeowners made that determination.

    Behold, the California Cancer is spreading. First we needed a “bullet button”, Now it’s not an option. Mfg’s have a new workaround but it’s just a matter of time before that is gone too. Assault rifles (however they are defined TODAY) must be registered. Retirement is getting closer, and the time to flush this state is near. The best thing coming out of California is I-80E. The most beautiful sight here is “Welcome to California” in the rear view mirror.

If they are even close, Trump will have a serious chance of a 50-state win, nobody could vote against that kind of success, that level of national joy.     It sounds so benign and reasonable, but that is not how it works. That’s not how any of this works! No one is being “DEEMED” dangerous, they are only being accused of maybe, possibly, given the right circumstances, some day down the road could have a bad day and shoot someone…maybe! If they WERE an actual threat, they would be locked up. And then the “temporary” removal has no end point. Because you can’t prove that you won’t maybe, possibly, given the right circumstances, some day down the road have a bad day and shoot someone…maybe, they will never give you your rights back.

    You know, it’s interesting that they keep talking about the 2A on this. What they’re not saying speaks volumes. I pointed out yesterday, Virginia has it’s own version of the 2A at the state level. It’s Art. 1, Sec. 13 of the State Constitution.

    So even if they want to whine about how the Federal Constitution doesn’t apply to the states they’re still required to either follow their own State Constitution or amend it. But they don’t want to talk about that. It seems like they have a total inability to grasp their own arguments and/or follow the law.

    So, why should anyone else follow the new laws that don’t conform to either Constitution? I mean if pols can’t be bothered to follow multiple sets of laws then why should anyone else?

    You might want to order yourself 5,000 to 10,000 rounds of 5.56, 7.62, 6.5 etc *tonight* — while you still can — in case *ammunition sales* are suspended in coming months in your city or state. Unlikely to go down nationally, but possible. After all, you can’t go to the range to target practice if you don’t have any bullets.

    • I’m glad you noticed that too. It’s not like the NRA had much of anything to do with this it’s far more grassroots and that’s something they can’t admit. That part of the narrative will go out the window if groups like the VCDL take up the torch on the NRA getting torn apart. In a way I think that would actually be worse than the NRA staying alive. The reasons why are you’ll see resources going to people who are aggressive and innovative who didn’t have them before, there will be a higher ideological purity (lets be real here the NRA is very dilute in the gun rights area) there will probably be less conflict with the “training” wing of the org (one of the reasons the NRA are pro police and you haven’t seen statements about people like Philando Castille) and you’ll probably see a lot of gun owners take it as an omen that things are about to hit the fan and you’ll end up with a lot of fudds (not close to all of them by any means) getting a wake up call about what’s happening and the end games. It’s also harder to fight a state by state game than a national game for the MSM. You could have organizations appear and disappear as “popups” who just wither away and a new one forms if they get thrashed by the MSM.

  27. If Gun Control Legislation worked, I might view things differently, but every piece of Legislation has failed in its stated intent to reduce Gun Violence. EVERY EFFORT HAS FAILED!

The truth is the DemoSociaCommunists want an unarmed population, simply because its not about Guns or Violence, it’s about control. An Unarmed populace doesn’t fight back when they’re ordered into the Stock Cars. Remove the populations ability to fight back or resist, and it’s much easier to fo with them what they will.
    Much ado has been made over the Legal Effect, and I freely stand and condemn those Leeches in suits known as Lawyers and Politicians who follow that thinking, and I remind them of another document to which many of our Founders signed their names. That document, the current group of crooked politicians and Lawyers ignore at their own peril, but it predates the Constitution and the Bill of Rights by several years, and its importance to this country is sacrosanct. That piece of parchment establishes that the right to govern is only granted by the consent of the governed. That the governed, We the People, have the Right to dissolve the government should it engage in or act in any way other than the peoples best interests. Any acts we view as tyrannical, we have a sacred duty to fight and abolish, by force if necessary, any of our God granted Freedoms.
    So tread carefully Mr (Bought my Office) Governor, Mr AG (A-Hole General), and Mr. (I know better than you) Congress Critter, the noose you’re threatening will be around your necks should you choose to tyrannize We the People, and on your heads shall fall our judgement. Sic Semper Tyrannus!

  28. These laws are toothless. They need to pass laws restricting the amount of money cities and counties can spend enforcing the gun laws to zero or near zero. This way there is a legal enforcement method.

  29. Illegal alien sanctuary cities are unlawful, but declaring yourself a 2nd Amendment sanctuary is in total alignment with the BoR of the Constitution, the highest law in the United States.
    Any politician in favor of gun control should lead by example and disarm their security, get rid of their own firearms, and post signs on their front lawn declaring it a “gun-free” zone

  30. Why aren’t the citizens recalling this poor excuse for a govenor??? – He is trampling on the Constitution which he took an oath to uphold. This is really the only option.
