Because no proposal in today’s pro-civilian disarmament climate seems to go too far, Missouri state Senator Maria Chappelle-Nadal, a Democrat from the St. Louis suburb of University City, is doing her bit in the war on guns. Her proposal: force the parents of all school-age children – whether they attend government or private schools – to report the fact that the family owns guns to their school’s administrators. How could this possibly prevent a school shooting? It can’t, but that’s not really the point . . .

In addition to the firearms reporting feature, Chappelle-Nadal’s bill, SB124, also has a California-style “safe storage” requirement and would punish parents for “failing to stop illegal firearm possession” by their yoots.

As she told ksdk.com:

“I am not trying to take away the gun rights of any parents or any other citizens I believe in the second amendment,” says State Senator Maria Chappelle-Nadal.

She says she wants the violence in schools to stop and this is just one different idea that no one has brought up.

“It encourages parents to make sure they store their guns safely in their home, it also gives the school districts the opportunity to help encourage gun safety in the community and in the household,” says the Senator.

Exactly how schools would use this info to “encourage” parents isn’t really clear. Proponents of ever-more government school “investment” are always quick to point out how woefully underfunded they are when trying to rationalize their continually deteriorating performance. Piling on more non-educational requirements such as maintaining firearms ownership records might be part of the problem. Just a thought.

But don’t worry, Show-Me Staters, our own Clarence Darrow, Chris Dumm, has pronounced Chappelle-Nadal’s brainstorm DOA. Here’s his always-trenchant take on this legislative laugher:

It would also require all gun owners to register themselves with the superintendent of every public, private or charter school that their children attend. Owners would not have to list or identify their guns, but they would have to file an updated registration each time a new child enrolls.

The bill, as written, does not specifically exempt non-custodial parents or out-of-state parents, even if they don’t know which school their children have been enrolled in. It does exempt the parents of home-schooled children who would otherwise have had to register, presumably, with themselves.

Failure to register as a gun owner would not be a criminal offense, but an infraction with a $100 penalty. Because no lunatic will ever go on a rampage if they might get fined a Benjamin for it, right?

SB 124 was first read on January 9th, and it’s gone nowhere in a hurry in the last two weeks. The GOP controls the Missouri Senate by a margin of 24 to 10, so it’s probably fair to predict that this bill will quietly asphyxiate before it even gets a committee hearing.

    • The craziest thing about the whole bill is that the schools dont know the first thing about guns……except that they hate them and they should just somehow disappear.

      • The next crazy thing is that under this law some school administrator would get the bright idea that the kids from gun-owning households should be segregated from the other students. But that plan backfires when the kids of the gun outperform the other students in every possible way. The non-gun parents then demand that the school system provide them with guns so their kids will do better in school.

    But this is FOR THE CHILDREN! The Copycat Effect is as true in government as it is in crime. Wait a sec – THEY’RE THE SAME THING!!!

    • Sorta true, sorta not. U-City is socio-economically diverse, with some really stark contrasts.

      Bordered by some serious old money in Ladue/Clayton with little enclave neighborhoods of older largish homes starting around 600K (decent money in da Lou). Like Oakland Cal, there’s a nice retail/nightlife strip, and more middle-upper housing. All well educated.

      Just like Oakland, then there’s the rest of it. Poor poors, some working class, and the first time somebody aimed a gun at me and actually made contact with my skull. Delivering pizza, long ago.

      Interestingly, it’s also got the biggest concentration (and only one that I know of) in the STL, of walking-on-Saturdays Orthodox Jews. Be interesting to hear what they have to say.

      • I worked in East St. Louis a few years back, and was glad for my military training. What a sh!thole! The thugs will steal the air out of your tires.

        • ESL is a whole different animal. It makes the Northside of STL (in the top 5 most lethal in the US) look civilized. They may not kill ya, but they are the Midwest’s favela.

          I’ve spent a fair amount of time there between the strip clubs of ESL/Sauget/Brooklyn/Centreville and some other (legit) business and have never had any trouble beyond a few drunks in over 30 years in and out of there. But I know it can be, umm, interesting to say the least.

          What (vaguely) were you there doing?

  3. I talked to MO speaker of the house Tim Jones about this and was told MO has nothing to worry about at the state level concerning gun control…

    MO has a veto proof house and Senate..

  4. Wow. Just, wow. I think the part that wears one down is just constantly hearing stuff like this nearly everyday. Drible that makes zero sense but to make people, not even “feel” safer, but to “pretend to feel” safer. These people are going through the motions with the side-effect of infringing on inalienable rights.

  5. i dont even see the potential good from this. if there was a shooter at the school, what good would it do to know what students parents own guns?

    • Just some wishful thinking on my part. I’m quite sure a parent knowing their kid was in danger would be there faster then the PoPo.

      It is an insurance policy for their voting base that will undoubtedly riot and pillage when the checks stop coming.

  8. She may have a point about involving schools in firearm safety. How about this: all 8th grade students should get mandatory firearms training, emphasizing safety and including marksmanship?

    All I see is our innocent children being demonized & put on a watch list of some sort.

  11. It’s nice to know what the bad guys aka gun grabbers are up to but you have to look at the legislative environment before getting excited. When anti-gun bill gets introduced into a pro-Second Amendment legislative body it is a meaningless action.

      It’s never a meaningless action. They will push and push and do whatever it takes to change the debate. Ten years? It’s nothing to them to wait. Twenty? Nothing. More? Nothing, if it means making “progress” and eventually getting what they want.

      Our maintaining “eternal vigilance” has two components.

      • According to our CBS affiliate KMOV, she is being interviewed on CNN tomorrow morning. So she knows it’s dead in the water, but she’ll get her 15 minutes of fame!

      • We need to do triage. If you know that an anti Second Amendment initiative is going nowhere don’t waste resources fighting it. He who defends everywhere defends nothing.

    How about teaching gun safety in school like drivers ed, or home economics. After all tax money funds education doesn’t it?

    • “Safety”? They want to take away the guns of legal gun owners when gun owners lawfully prevent 5400 crimes a day using a legal firearm? It is an established fact that more guns = less crime. They wouldn’t be reducing safety. What a bunch of morons.

      None of their efforts are about “safety”.

  13. It’s like when you get an idea and most people think it over for a while before they propose anything, but they’re just getting the idea and sending it right out onto the statehouse floor. Run this up the flag pole and see if anyone salutes.

    Sounds like the gun owners are supposed to come forward all by themselves. I wonder what the compliance rate will be? 0?

  14. Funny how these legislators never suggest anything that
    your average parent would want to know. For instance,
    how about opening juvenile records to show which
    students have been prosecuted for gang violence or
    drug crimes. Or how about reporting the parents who have
    been prosecuted for drugs, gang activities, and gun crimes.

    Ms. Chappelle-Nadal wants to know if anyone has a
    firearm, irregardless of legality, need, or accessibility.
    Would she support a rule that makes informing parents
    who’s been selling crack on school grounds mandatory?
    Would she tell parents which kids belong to gangs?

    I doubt it.

  15. If you have to “register” a civil right then it ceases to be a right. This would be an easy “law” to simply ignore.

  18. Yes, it is a dumb idea, a mere drop in an ocean of dumb ideas.

    Still, I’m not ready to comdemn her. Why? Because, well, I’ve had plenty of dumb ideas, some of which I put into action with sometimes spectacular results. By pure dumb luck, my stupidity never made it to the internet.

    Of course, I’m not a politician, and I do expect better from one who is supposed to have a good working knowledge of the Constitution, especially when they swear to uphold and defend it.

    Still, ask your average cop, soldier, or other person who took the same oath, and you’ll find most folks have little idea of what the Constitution is, isn’t, and why.

    Besides, some of my ‘dumb’ ideas turned out to be quite brilliant. I can appreciate a person who can think outside the box, look at a problem from different angles, and so forth.

    We should really pause for thought before slamming an idea, and take great care before slamming the person from whom the idea comes. Yes, most of us can agree what can be done to prevent or mitigate mass killings (more armed good guys) and what to avoid (infringing on the 2nd A), however there may be a brilliant idea lurking out there somewhere that, as mentioned by the Senator above, nobody has thought of yet. It would be unfortunate of somebody had such an idea and chose to keep it to themselves, lest they find themselves on the receiving end of worldwide scorn.

    • I can agree with your logic to an extent. However, there is a big difference between the average person having a bad idea and a politician having a bad idea. When the average person has a bad idea, it potentially impacts him/her. When a politician has a bad idea, it potentially impacts millions of people.

      At the next election, Missouri voters should not forget nor forgive Ms. Chappelle-Nadal’s bad idea.

  21. The military will also be starting up a database of all personal firearms owned by personnel and anyone in their households. It seems they are starting the monster up to prepare for confiscation at every level. There is no rational reasoning for the military, schools, government ect to know who owns what and where unless there is an endgame.
