John Boch of Guns Save Life warned that Illinois House Speaker Michael Madigan would try to pull a legislative fast one by pushing through his own court-mandated concealed carry bill rather than the one backed by the NRA. Madigan’s opus is spiked with restrictions so onerous that most Land o’ Lincoln gun owners would sooner turn down a date with Danielle Knudson than jump through the hoops required to legally pack heat. Under the Speaker’s scheme, prospective toters would be required to carry $1 million in liability insurance coverage and undergo 40 hours (yes, one full work week) of training. And that week would also include . . .

Twenty hours of range time — can you imagine the ammo cost at current prices? What’s more, only cops will be allowed to administer the training. Picture it: Chicago cops — who report to Garry McCarthy — teaching CCW classes. What could possibly go wrong?

Oh, one last requirement — a mandatory psych evaluation. Because you’d have to be nuts to want to carry a gun, right?

The Illinois State Rifle Association has issued the following APB for Illinoisans to contact their reps and oppose this steaming pile of merde:

It’s a floor fight going on in the Illinois House of Representatives right now on Mike Madigan’s HB-1155 carry bill.

It’s time a again to call your representative and urge hiim or her to only support the amendments to this bill that have been introduced by Brandon Phelps (right now that’s amendment #27)

Any amendment not by Brandon Phelps is an attempt to restrict your rights and is not supported by ISRA.

Urge your representative to vote NO on any such amendment.

  1. I’m just old enough to remember when restrictive “literacy tests” were required to vote in some states – but only if you were a certain color. The liberals opposed such things and the Supreme Court rightly threw those laws out. Now its okay for liberals to make it almost impossible for people to exercise their constitutional rights. No double standard here. Move along, nothing to see…..

      • True, as long as the government refuses to uphold ALL of the Constitution, we need to have tests on how the US government works and the Constitution before you can get your “permit to vote”. It must be renewed every four years.

      • No, literacy tests would be, and were, horrible. They are far too subjective and that leads to corruption, even if not of the overt bribery type.

        IIRC, the south used to have literacy tests, and blacks (and probably some white trash too) got the two bit words, while the good ole boys got “hat”.

    • Maybe all politicians should have to pass a Literacy test too as well as a Psychological test and Background checks, as on a crazy, illiterate person, that would want to hide something, would want to be a politician.

      Then again we might not have anyone qualified for office.

  2. I hope June 9th comes and the 7th Cir hits Madigan PERSONALLY for this crap and wasting time. Hold him in contempt and make him post a bond and prohibit the state from doing so. #bastardwithahairpiece

  3. I can accept that running a gun isn’t cheap, but the financial impact to meet these requirements is going to make it cost-prohibitive for much of the lower-income residents of the state. (Who coincidentally also live in the higher-crime areas and thus have a more pressing need to be armed.)

    If you look at the racial makeup of the low-income, high-crime areas of Chicago, you will see that this is yet another gun-control method to repress people of color.

    • This has nothing to do with repressing “people of color”. People need to get over that idea already. This is the subjugation of “people of poverty”.

      • It’s meant to prevent DGU’s in poor, crime ridden areas so they can point to the non-lowered crime stats and say “see, concealed carry doesn’t work”

      • For better or for worse, in many parts of this country the wealth seems to be somewhat distributed along racial lines. I’m not trying to start a debate on whether one group or another is inherently or intentionally disadvantaged- I’ve known rich and poor, good and evil in every group I’ve met.

        However, at a time when the political opposition paints us all with the broad brush of racism because they get a disproportionate amount of votes from poor, disadvantaged minorities, it can be very useful and proper to point out that their attempts to infringe on liberty just happen to hit those minorities harder than someone who happens to look like the photo at the top of this article.

        Are the Democrats attacking blacks and hispanics intentionally with laws like this? I think not. But, if wealthy people are more statistically likely to be white, then in effect it is a poll tax. As such, it deserves to be mentioned here.

        It’s not designed to prevent blacks and Latinos from getting guns. It’s to prevent poor people in general from getting them.

        I’ve said it before and I’ll say it again. They don’t care about crime. The more crime, the more you look to them for “protection” and the more they have you wrapped around their little fingers.

  4. It would be ironic because while the police were administering this program, the non-police citizens would be getting an order of magnitude more range time than cops are required to get.

  5. Illinois homicide rate is the same as CA. sounds like a “solution” in search of a problem.

    incidentally, i dont know offhand how many people CCW holders have killed (justifiably or otherwise), but it cant be very many in IL. i dont see any hoardes of pistol-packing cowboys.

    Madigan’s bill doesn’t mean bupkis because, (drum roll please), we pro-gunners have the votes to scuttle a crappy bill in the Illinois Senate.

    This is a dog and pony show, per Todd Vandermyde.

    It’s going to be okay, but yes, it’s Madigan politics at its best (or worst, depending on your point of view).

  7. California requires “up to” 16 hours, 8 of which is range time. But the actual ammo usage is only 200 rounds. If I were by myself, it would be at least 100 per hour. I bet Madigan wants the applicants to pay for the police officer time as well. I don’t think this will fly. I would guess the cost, to say nothing of the lost work time, would easily exceed $1000, plus the psych exam. plus plus plus.
    What would you be taught if you had to sit in a class room for twenty hours?!?!? Is this much total time even required for POST certification?

  8. 40 hrs – need to take a week off from work. 20 hrs range time – fees and ammo. Would this be shooting at paper targets, or cool tactical stuff like breaching doors? Pay for instruction plus numerous fees that go to state coffers. This is gonna be expensive. Only the elite will be able to afford this, and I’m sure the nasty time consuming parts will be waived.

    Guns don’t need insurance. Guns are insurance. Against an oppressive fascist government.

    • Buy it, then cancel the insurance the next day! Government as efficent as they are does not have a reporting requirement when said insurance is dropped!

  11. You can listen in here. Right now they are debating amendment 27 to HB1150. It is basically HB997, the bill the NRA is backing. It isn’t the best bill, I would change a lot in it. However, it is a decent bill and the best we can probably hope for. If amendment 27 is passed, HB1150 will need to go to a 3rd reading before it can be voted on as law, I believe.

    • I listened to the whole session! It was truly fascinating. I am a young dude, new to politics, new to IL (Chicago) and even newer to the 2A camp, so this debate is of particular significance to me. I feel very grateful toward everyone involved but especially to Phelps, Reboletti, Sacia, and all the others who spoke up for us… I really enjoyed listening to them argue their points and call this ridiculous exercise out for what it was. What a relief it was when amendment 27 passed. The beginning of the end indeed! I am not at all sure where it will go from here, but I have faith we will end up with something favorable. What do you think?

      • We have them by the short hairs. They know it, but liberals, Marxists and communists (but I repeat myself) never give up because they can never admit they are wrong. The clock is ticking, and IF our side remains steadfast, we get what we want, HB997.

  12. Who elected this tard? Does anyone understand the police/fire system is only designed to help a few people at a time? If the whole town gets thrown into a crisis the police will not get to you! Its a simple math formula. 50-60 cops for thousands of calls. I work for an EMA and I know for a fact if everyone needs help at once your hosed! You will be fending for yourself and I ask all 2A people to let these anti-gun people get whats coming to them. Call the police on phones that don’t work and whine that the government is not helping you. Let your rights be trampled and be victims.
