The key to doing things like this is acclimation and messaging. Whenever you want to sell someone something that they don’t want, something that helps you but not then, this is how you play it. First, simply put out an overreaching position. When the natural reaction happens, gauge how bad it is. If necessary, pull back somewhat and find a position in the middle.
The ATF withdrawing that letter is hardly a victory. A victory would be the ATF not having the power to do any such thing in the first place. There are two major ways that such a thing could happen. First, the SBR regulation nonsense could be eliminated by legislative action. This will not happen now, but could have happened in 2016 and could theoretically happen in the future.
Alternatively, executive branch agencies could be prohibited from making law under the guise of regulation. This will never happen because whichever party is in charge at the time wants to be able to do it.
