“I’m just a citizen trying to help an officer out. That’s what I was tryin’ to do.” That’s what Vic Stacy had to say while deflecting attempts to call him ahero. Stacy came to the aid of Sgt. Steven Means of the Early, TX PD who came under fire from Charles Conner. According to ktxs.com, Conner had already murdered two neighbors and their dogs before opening fire on the officer as he arrived on the scene. When Stacy saw Sgt. Means couldn’t get a good shot at Conner, he feared the cop would be the third (well, fifth) victim of the afternoon. So Stacy opened up with his own gun, hitting him in the thigh and knocking him down. Conner’s now in a morgue somewhere after Means and Stacy ventilated him sufficiently to end the threat. We know at least one cop who’s glad firearms aren’t restricted to police and the military.  [h/t Eric Nelson]

Before 1970, the NRA basically was not involved in gun control laws, one way or the other.

The United States Supreme Court has issued many opinions since shortly before the Civil War up to the last few years. With the Heller case they actually did not duck the answer as they had done in 1939s Miller case. Then the Court ruled in the McDonald case and applied the United States Constitution and Bill of Rights to the entire nation. It is called incorporation. Last December 2012 a Federal Court of Appeals ORDERED the State of Illinois to pass a concealed carry law within 180 days because ALL the Illinois gun laws are /were unconstitutional.
They will start issuing CCH licenses in January 2014. The law will be amended several times in the next few years to reduce the cost of the training and the license itself.
But violent street crime will go down because the gangsters are not stupid, carjacking, liquor store robberies aren’t as much fun when the victims might be shooting back.

I’ve made 150 yard shots on 10″ plates with a 9mm Glock 19, and a friend of mine can consistently hit 3/4″ EMT with a Glock 26 at 75 yards.
It’s not that the 9mm can’t make those shots, but that there are flatter shooting rounds if that’s what you’re going for.
It isn’t the caliber that matters, it is the sights inability to accurately be aligned by the shooter. Standard iron sights at 100+ yards the front sight blade will appear to be three times wider than the target. That combined with the short sight radius [rear to front sight distance] makes very small errors in alignment result in a miss by several feet.
Scope sighted handguns can be shot at long range very accurately.
But a handgun is a defensive weapon of convenience, it is convenient to carry for use in an emergency. Mounting a scope makes the gun bulky and heavier.
But that does not mean a bullet from a 2″, 6″ or even a 10″ barrel won’t go 200 yards or even further.
Thank you Mr. Stacy. No I won’t call him a hero even though he kinda is. He was doing what any of us upstanding TTAG’ers would do, help someone in need. The fact he was an LEO was incidental, but none the less I am sure glad he was there to help Sgt. Means. I am sure Mr. Means is pretty happy he was there as well.
Good shooting sir! Vic shot Conner with one magnum round from his revolver though I guess it could possibly be a semi-auto magnum tactical pistol. He then followed up with three more shots at what Vic estimates was a distance of 165 yards! That’s incredible if the actual distance.
Great Job! This story won’t be mainstream or included in any statistics for good gun use. Probably will count towards another death by a gun.

nothing to get emotional about. twice i’ve had cops hold me at gunpoint until they got things sorted. in the end they apologised and i understood why they did it. if the situation had been reversed i would have done the same.
No, this isn’t disgusting or even unreasonable, and I say that as a CCW permit holder. The police arriving on the scene didn’t know Mr. Stacy from Mr. Conner. They couldn’t know if Mr. Stacy was helping or hindering Sgt. Means, all they knew was “active shooter”.
It is completely reasonable for the police to cuff everybody in the area, especially those with weapons, and hold them for a few minutes until the adrenaline wears off and the confusion dies down.
You also have to consider that in this situation time feels like it’s flying like a rocket on rails. He was probably in cuffs for a few minutes but it seemed like 15 or 20. First order of business when the cops show up is to get control. That means handcuffs for anyone that has a gun but not a badge. The Sgt. knew damn well who saved his life and I’m sure he had Vic released asap.

I’m thinking there are quite a few folks glad that Mr. Stacy was there. I’m glad that he was able to help the officer stop the gunman from killing any more people. Sounds like the last thing Mr. Stacy wants is a lot of publicity, but I sure wish that this story could go national.

Excellent story, too bad the mental problems and rudeness lead to the death of the two dogs and their owner. But once the citizen came to the aid of the deputy there was a luck factor. He was lucky he had just enough ammo to end the danger. I hope as a leather worker that he makes a holster and speedloader belt and pouch for his .357 and his AR.
If you’re told to “bring a gun” bring both your rifle and handgun, with spare ammo.
The deputies should have known that he was being saved, so why the face down and handcuffs? Yes, the gun will go in for tests and it was returned. I’d say the $5,000 worth of rifle and ammo was an apology more than a reward.
