“A bill filed Tuesday in the North Carolina House would restrict ownership of six dog breeds and mixes deemed ‘aggressive,'” wral.com reports. “House Bill 956 would create a new ‘aggressive dog’ classification for pit bulls, Rottweilers, mastiffs, chows, Presa Canarios and wolf hybrids, as well as any mixed-breed dogs ‘that are predominantly of’ those breeds. Asked why he chose those breeds, sponsor Rep. Rodney Moore, D-Mecklenburg, answered, ‘I don’t want to say those were the ones with the most incidents, but they were the most prevalent by the feedback that I’ve gotten.'” Wait. Does any of this sound familiar? If not, check out the bill’s provisions . . .

Under the bill, prospective “aggressive breed” owners would have to undergo a criminal background check, apply and pay for a special state permit, notify the property insurer and take a four-hour education course before adopting, buying or “otherwise taking possession of” one of the dogs.

“There needs to be some kind of accountability,” Moore said. “A lot of people breed them the wrong way. You have very harsh incidents of these dogs maiming children, maiming older folks and sometimes even turning on their owner.”

The criminal background check would be run by the county sheriff and sent to the Department of Insurance, which would be instructed under the proposal to deny a permit to anyone whose background check “is not suitable for the ownership of a dog belonging to an aggressive dog breed.”

“If you have a person who has acted irresponsibly in the past, and they have this type of animal, they – it’s a pattern that they would probably replicate,” Moore explained. “Then, the dog could be harmed or put someone else in a dangerous situation.”

The “aggressive dog permit” could cost as much as $25. The Department of Insurance could also add rules requiring additional risk insurance for the dogs.

The restrictions would take effect in January. Beginning in 2015, violators would be guilty of a Class 3 misdemeanor.

Dogs, guns, gunpowder, 24-ounce soda drinks—it’s all the same to the statists. Which is why we can never, ever let out guard down. Or our guard dog.

  1. Mecklenburg County is as Progressive as any of the major metros. If you’re looking to move South for more freedoms, don’t purchase a residence in Charlotte. You’re much better off just across the border in Fort Mill, SC.

  2. It used to be German Shepherds. Now it’s not. Did the breed suddenly become safer? No. What happened is that the breed fell out of fashion with assholes looking to own a mean dog.

    The AR-15 platform suffers from the same problem vis-a-vis mass shootings. It isn’t that it’s some kind of doomsday weapon whose lethality outstrips all others. It’s that media hysteria surrounding it has made it the go-to gun for non gun-owners looking for a weapon of mass murder.

      • Yup 100% true. I have a German Shepard and a Rot. Both are extremely good around children, and generally submissive. The trick is to not beat them, harass them and get them exposure to people and other dogs when they are young, just generally treat them how you would want to be treated and they make great pets.

    • But then why are Mastiffs on there? They were bred to knock people down, and stand/sit on them. Not maul them.. Can’t believe everything you see in the movies/TV shows.. contrary to popular belief, they are protectors, not attackers..

  3. Mastiffs? Really? Those people must have dealt with some very different dogs than the mastiffs I’ve seen. In my experience they’re easygoing bordering on lazy — and also highly protective of their people. If you can afford to feed one of those massive beasts, you’ve got the perfect combination of canine friend and protector.

    If they’re going to do something like this, why not go all the way and institute an Aggressive/Stupid Person Permit? That’d probably fix the dog problem, too.

    • I have an English Mastiff. It is the gentlest thing on earth. It is the freaking nanny dog from Peter Pan. Every kid in the neighborhood loves him. These legislators must just be looking at the size of a mastiff and paying no attention to their demeanor.

      • I was surprised too. Mastiff meaning “English Mastiff”? Overwhelmingly calm dogs. Maybe they wanted to cover Neapolitan Mastiffs, Tibetan Mastiffs…maybe even bullmastiffs.

    • I call it “legimania”, and it bites harder than any Pit Bull. I don’t know all that much about Mastiffs, but I know Tibetan Mastiffs guard monasteries and the gold iconic statues – of which there are many, and gold paintings. They’re more than capable at for the job.

      • Oh, they’re all great guard dogs and without any training. But they don’t attack. They knock you down and stand or lay on you until the owner arrives. Happened to our nanny once when she popped by to feed the dog while we were on vacation. He was still a pup and didn’t know her yet. She handled it surprisingly well. Now her 12 year old girl feeds the dog when we’re away.

    • BSL’s are nothing but a load of reactionary horseshit. The crown jewels in BSL’s is the Pit Bull and I’m here to tell you that a Pit brought up right is the most loving dog you could ever have. I had to give up my blue nose, Sweet Pea, in my split with the other half two years ago and there isn’t a day go by I don’t wish I could have brought that lovable potato-head with me. She was 72 pounds of nothing but love and sloppy kisses for everyone. God I miss her so much….

  5. I own a Pitbull/Golden retriever mix I adopted a couple years ago. Not that he was aggressive to start with, but my family and I have made sure to train him well, to be comfortable around children and strangers. He’s my dad’s tow yard guard dog and only barks at people acting suspicious. When we take him back home and go out to walk him the neighbor’s kids run up to hug him. As with anything, responsibility falls on you alone.

Prime example is Ahnold firing what seems like hundreds of rounds before the script says he runs out and has to grab something else. That wouldn’t happen with an AR-15.   12. I love my Presa Canario. She is the perfect balance between calm self-assured pet and destroy-the-threat protector. I take her to the nursing home to see my granddad, the kids in the neighborhood can approach her and she never so much as gets a hair out of place. But let her detect an unfamiliar sound in the night or a perceptible apprehension from me or the little woman and this dog goes from mild-mannered lovable oaf to Hound of the Baskerville’s in less than 1 second. 130 pounds of teeth and muscle will make even the toughest bad guy get in touch with his sense of self-preservation.

      The neat thing is that Presa Canarios are unusual enough that they haven’t yet made it onto most places “bad breed list.” Looking for a new apartment recently demonstrated to me how silly and subjective those lists are.

  15. It’s the natural next step. Ontario has restrictive gun laws; they also ban pepper spray and violent dogs. There is no way to protect yourself, except with “bear spray” – but you’ll be in big trouble if you use it on the two-legged type.

  20. I recently watched a documentry called “Beyond the Myth” about dog breed bans. I thought there were a lot of similarities between dog bans and gun bans. In particular the willful ignorance regarding the available data.

While it surely is true that with a “good” owner a Pit can make a good dog, I don’t believe it is a good thing to have a potential killer as a pet if the owner happens to be less than a “good” owner. Thing is, unlike a gun that only kills if made to by a human, pit bulls have killed hundreds of children and adults without any human involvement. They just escaped their yards. Just in the last week in my area an old man and his very small dog were attacked by four roaming pits and four adults were sent to the hospital by a single pit that terrorized a city block. I don’t agree with the story, I think that breeding this breed should be illegal. Yeah yeah, they make loving pets…..what breed can’t? But how many breeds actually kill?

    • Pit bulls can be more problematic than other breeds. Special care should be applied to raising them….and they probably should not be left with small children. It should be a free choice, however.

    • They are powerful dogs, but no more likely to attack you than any other dog. If you adopt a golden retriever, beat it, and leave it chained outside with no socialization it will become aggressive, just like Pit’s raised in the same manner. It’s not the dog, it’s the human that raised the dog…

      Have a German shepherd mix right now, my wife’s best friend has had two of the gentlest dogs I’ve ever met (Rottweilers), and yet both of my sister’s chihuahuas have been overly aggressive. Unfortunately “tuff guy’s” want “tuff dogs” and so they pick pitbulls and encourage them to be aggressive… it has nothing to do with their natural disposition.

  24. A dog can and does act on it’s own..A gun cannot. A gun requires an owner or it’s completely harmless and worthless A gun is no better or worse than the person using it.

    I can tell you from experience that a pit bull can no more help having a temper and being aggressive than a border collie can help it’s urge to herd other animals or a hound dog ignoring the sent of a raccoon.
    Selective breeding does work. Pit bulls were bred for one reason and that reason and completely out of greed and cruelty and should no longer exist and there for this dog should be bred down/bred out of existence no one should have the need for a fighting dog.

    Folks, I live in Australia where the left side of politics (like your democrats) has slowly eroded our rights to gun ownership, dog ownership and other freedoms I took for granted as a kid. Pit Bulls are mostly banned in Australia and the authorities introduces clever laws like ‘you can’t breed them if you own them and they must be neutered’…. End of breed really. Gun laws changed here years ago and has done nothing to reduce gun crime as the crime rates have skyrocketed since tough laws brought in. Yet the govt., still lies about the figures and skews the statistics.
    My point is simple my North American friends – DON’T LET THEM TAKE YOUR RIGHTS AWAY! YOU WILL NEVER GET THEM BACK! DON’T LET THEM TELL YOU WHAT DOF YOU CAN HAVE AND DON’T LET GUN REGISTRATION TAKE PLACE!
    It is actually illegal for me to defend my family in my own home with any weapon. ANY WEAPON! That means guns, knives, bats, clubs etc. I have to exit the back door with my kids and wife if a burglar comes in the front door. Honest. That’s the law. Don’t let it happen in your country.

      Subtract the assumption that only certain breeds are more aggressive, unpredictable and dangerous than others and add that you have a right to shoot any dog that threatens you, regardless of breed and it will be not only completely fair but totally accurate.

  28. Duane you’re FLAME DELETED mis-informed about pit bulls. Did you know that all of Vick’s dogs have been rehabbed, and most are serving as service animals?

    I’ll try and remember that the pit bull I’m using for an arm rest “can’t help being vicious.” Are you kidding? Try “can’t help being snuggly.”

    Breed Specific Legislation is stupid, just like Assault Weapons Bans are stupid. Do research. Read the facts. Ignore the breathless and over-hyped media.

    For instance, did you know that pit bulls aren’t in the top 10 most years of dog bites by breed? Labs and goldens are. Surely we should ban them too, right?

I’ve seen the movie “Beyond the Myth” (http://www.beyondthemythmovie.com/) and also read “The Pit Bull Placebo” (http://www.amazon.com/The-Pit-Bull-Placebo-Aggression/dp/0972191410) and the parallels of anti-gun folks and anti-breed folks are frightening. Both are highly recommended to watch/read.

    I have both a German Shepherd and what I think is a Shepherd/Lab mix. The GSD is the sweetest dog you’ll ever meet but I’ve met folks who are afraid of her because she’s a “cop dog” and “looks mean”. I also have neighbors w/Rotties & Pitts and in my experience are the most stable dogs I’ve ever met. True, a certain part of that will be down to good upbringing by their owners but what I’ve found is that working dogs in general tend to not be so unpredicatable. A while back I took my mom to a meet/greet w/some neighbors and she met a Rott, a Pitt, 2 Great Danes, a Rhodesian Ridgeback and slew of little yappy dogs and her comment when it was over… “the big “scary” dogs where the nicest of the bunch”

  31. This is funny. I was just thinking about this exact type of legislation the other day… but in a sarcastic/joking way. Along with other similar mocking pieces like “Assault Vehicles” – Requiring registration or forfeiture of any vehicle with more than one of the following: racing stripes, low profile tires, knock-off or quick change wheels, modified exhaust, less than 10mpg, large capacity fuel tanks & any vehicle on this list of 140 deadly Assault Vehicles…

    Or “Large Capacity Fountain Cup Ban of 2013” – Banning any fountain beverage cup able to contain more than 32oz of armor piercing soft drinks including but not limited to: Coke Zero, Mountain Dew Red, Suicides or similar mixed flavor “hand loads” designed to be deadlier than standard bottled soft drinks…

    Oh, wait… Bloomberg already did that one. It’s insane that last one is basically a real piece of legislation. BTW I have voted primarily Democrat since I could vote (5 presidential elections), but I will not be voting that way in the future, at least not for any politician that supports any of these anti constitutional bills. These are worse the G.W.’s warrantless wire tapping. At least that didn’t make you into a criminal for owning what the Bill of Rights is suppose to guarantee all US citizens.

  32. I have zero problems with “dog”control for the simple reason that predator animals are autonomous weapons that can go down the street and assault, maim, or kill your neighbor of its own volition–something a firearm cannot do.

    A firearm is always in the owner’s control; dogs are not.

      Another common faulty logic statement as to why we should support and protect all gun laws but make it ok to ban certain types of dogs.

      If you have an animal of ANY type (I have horses, dogs, cats, etc) you, the owner are 100% responsible for preventing them infringing on the rights of your neighbors and the community at large in any way.

      If you cannot do that, then you should not have animals.

      With dogs, specifically this means: you are in control of your dog physically, mentally and emotionally at ALL times. Just as with weapons where you are responsible for their handling at ALL times, dogs are precisely the same. They need to remain on your property, leashed or contained if necessary to prevent their escape, leashed and trained to walk in public and behave in a respectful manner to other pets and humans, and to tolerate children and strangers or be locked up and restrained if not.

      There is ZERO difference between being a responsible gun owner and a responsible dog owner. Zero.

  33. If it is always the owner and never the breed then why in the hell aren’t there daily stories of maulings by an equal amount of the other breeds? There are just as many bad owners of the other breeds as well. I’m sure more bites are caused by the other breeds but I’m talking maulings. I wouldn’t favor taking anyone’s dog away from them (unless shown to be a dangerous dog), just stop this “puppy mill” breeding of these breeds.
    And it’s not the same thing as banning “assault” weapons but I liken it to recalling a weapon that has a defect that causes them to explode in your face on occasion. Maybe exploding in the neighbors kids face to be more accurate.

  34. Funny how some people who tell us not to use a gun for protection, tell us to get a “guard dog” instead. Now, they’re trying to outlaw the ownership of certain breeds.

    This is a perfect example of “mala prohibida”, that which is illegal, because the state says it is illegal.
    As opposed to “mala in rem”, that which is inherently a crime. Rape, arson, murder (not justifiable homicide), and theft, are a few examples.

  35. IMO there are three types of people in this world:

    The “good people” who are for freedom and the right of citizens to live their lives without Government intervention. they believe in the good intentions and judgement and responsibility level of their fellow citizens and support their rights without question.

    Then there are the “bad people” who want Government to be Mommy and take care of everything for them, including instituting prior restraint laws and limitations in a vain effort to make the world safe for everyone equally. Generally I find them both ignorant on the topics they involve themselves and stupid as compared to the average intelligence person.   36. First, They try to take guns out of the hands of law abiding citizens Now they are trying to tell individuals what breed of dog they can own or not own . I am a Animal Behaviorist -Professional dog trainer, and ignorance in our country is running ramped.Dogs aggression for the most part is a by product of the ignorance of the owner, not necessarily is Breed specific! Soon the so called powers to be will be dictating what FOODS we eat,What cars we can drive, and try to totally control the American people. We the American People need to ask ourselves What is wrong with this Picture!
